Procurement Officer

Job Purpose

The position plays a key role in the procurement of high-quality and cost-efficient supplies for the Bank, through the application of procurement policy and procedures, maintaining an updated list of current as well as a clear and accurate incoming inventory. The position has a significant number of internal customers and will therefore be expected to put in place and enforce Service Level Agreements (SLAs) that are required.

 

Key Responsibilities

  • Ensure effective management of the Procurement function
  • Development of policies and procedures around procurement that ensure that the banks procurement is within the required regulatory framework
  • Co-ordinate the internal monitoring and evaluation of the procurement function to ensure compliance with procurement laws, regulations and practices.
  • Ensure sufficient controls around the procurement function
  • Develop, facilitate, implement, monitor and review the Banks procurement plans.
  • Prepare the Bank’s annual procurement plan.
  • Procurement of quality goods and services, disposal of obsolete assets, unserviceable and surplus stores, inventory management and contract management
  • Maintain good supplier relations by undertaking contract negotiations, review and management in conjunction with the respective user departments.
  • Maintaining and updating supplier information such as qualifications, delivery times, product ranges, etc.
  • Research and evaluate prospective suppliers
  • Perform secretarial roles to the Bank’s Tender and Disposal Committees.
  • Co-ordinate tender advertisement process, tender opening and evaluation.
  • Advise staff on all matters to do with procurement of goods and services in line with the provision of the procurement and regulations of the Bank.
  • Maintain budgetary control for the department.

 

Minimum Qualifications and Experience

  • A degree in procurement, purchasing and supply management or business- related area from a recognized university
  • Should possess professional qualifications in procurement or purchasing and supply management.
  • Must be a registered member of the Kenya Institute of Supplies Management.
  • Minimum of 5 years’ experience acquired preferably in the banking industry
  • Ability to work within team as well as independently
  • Proactive, self-motivated, critical thinker and dynamic personality
  • Ability to work under pressure and adhere to tight deadline
  • Honest, self-driven with analytical and interpersonal skills
  • Ability to relate well with others and ability to learn
  • Proficient with Microsoft Office Package (Word, Excel, Internet and Access)
  • Ability to analyze problems and strategize for better solutions
  • Ability to negotiate, establish, and administer contracts
  • Excellent verbal and written communication skills
  • Ability to multitask, prioritize, and manage time efficiently
